请问一个生意买卖中的合同条款如下, 其中的红字部分所提到的超过$1000刀的支出部分, 究竟是买方付还是卖方付?

PROVIDED HOWEVER, to the extent that the Approval is conditional upon matters requiring the expenditure of money (including, but not limited to, refurbishment of the premises), save and except to the extent that such expenditure is normal expenditure incurred by the Seller during the course of carrying on business up to the date of completion, or an approval fee imposed by the Franchisor in a sum not exceeding $1,000, such expenditure will be met by the Buyer.

字面理解是如果超过1000，整个费用都是买家付。至于是不是你bargain的就不知道了。因为有时律师没理解client的意思，起草出来的合约条款也会有歧义的。
