The matter may be more complicated than what you have seen at the surface.
What is a "licensable electrical work"? This is a grey area in local electrical safety / installation legislations of individual Australian States and Territories. Even the State regulators some time cannot figure out what is and what is not, when it comes to solar installation.
A couple of months ago, a QLD Court has ordered that wiring for solar panels not over 120Vdc is not a licensable work in QLD. This order may have caused serious dispute and be subject to further lawsuits in Courts of higher levels.
In NSW, you can find the relevant contracting / licensing requirements via the following link from NSW Fair Trading. But internally, Fair Trading technical officers, at least some of them, believe the information reflected through the webpage is not 100% correct, particularly for that part about "electrical wiring for all solar panels requires license".

Back to Victoria, I really doubt how much the Victorian government has understood their own legislation, and they did not bark up a wrong target. Having said that though, dodgy installation companies are flooding on the market. |
