这种情况下council 的罚单能申诉么？

收到council 的罚单，原因是720 in a loading zone,不知道这个720是什么意思，应该是那天送孩子上学，在loading zone drop off了，也就十几秒的时间，请问这种情况申请review 有希望免除吗？

These vehicles may stop for up to 30 minutes if they are being loaded or unloaded.

A station wagon or a three-wheeled goods vehicle may stop for up to 15 minutes.

If you are driving any other sort of vehicle you may only stop to pick up or set down passengers at the kerb.

申诉肯定没戏。上庭或许可以减免一部分，或者，可以争取到分期付款。

council的罚单应该是没有照相的吧，不像路局的罚单，还可以看图片。 应该只是有人抄下车牌号就可以了。

要拍照的，不然怎么证明车有停过？

应该不是所有的都会拍照，违章停车那种可能会拍照，但是这种停一下就走的估计就没有。
我看到过council的人记录违章，他们就是手里拿一个小本，记录车牌和车型，并没有照相机。

这种情况很容易赖掉，因为他们没有证据说你违法了
