After uninstalled the heater element with a new tool ($1.65), I found the leaking was caused by the aged bubber ring behind the element as shown in the picture. Meanwhile, from the hole, I found the anode rod is still good.
Bought a rubber ring ($1.75) , clean the surface, and replace the old one, and put the heater element back the tank. I think the tank has been fixed. will test it tonight.
Caution: when use tool to install or uninstall the element, not damage the electric wires.
total cost: $3.40.
