应该不可以了，按centrelink官方网页只说 For the 2013-14 financial year，you have until 30 June 2015 to:
submit a lump sum claim for Family Tax Benefit (FTB)
以前可以有2年期，现在改了. 你最好再跟centrelink确认一下

2013-14 financial year
