请问是否有在境内申请103签证的成功案例，请进来〜〜

我父母是600签证，没有8503，只有8101，8201，发邮件到移民局回复如下：

Based on the information provided your parents can apply for the 103 visa whilst they are onshore but they will not be able to wait for it to be processed. It will be at least 12 to 18 months before it can be assessed for a queue date and then it will wait in the queue for up to 15 years before a place becomes available in the Migration Programme.
If they apply offshore, they can visit Australia on a tourist visa.
The date of lodgement is the date it is received in the office, only when you receive your receipt will you know that it is a valid application. We normally receipt within a week but at this time of year the huge influx of applications means you may have to wait two or three weeks for a receipt to be issued.

有几个问题需要高人指点：
1、在论坛里看到很多人说必须在境外申请，有人递交材料后发现申请人在境内又被退回材料的。。。好纠结啊，到底要不要爸妈回国啊？有没有相通情况在境内申请呈贡的啊？
2、有人说递交可在境内，下签要在境外，下签指什么？是通知queque date 时？还是PR获批时？
3、递交成功后600签证继续有效吧？只需在过期前离开就行了，不会影响103的审批程序吧？

103递的时候只要签证没有8503就可以申请人在境内，反正移民局官方是这么说的，if an applicant is in Australia, an applicant may validly apply to the PVC or an office of the department only
if they do not have a ‘No Further Stay’ condition (eg. 8503) attached to the visa that they hold at time of application.
下签是pr批的时候，因为官方写法是when visa is granted。
