这里面的“现有的房产”就是established dwelling,即二手房。只要你在买了之后,在24个月内动工推倒重建就可以了,只要重建后的dwelling数量多于动工前的数量就可以了。(如果推倒重建后的dwelling数量还是和之前一样,在某种情况下也可以——就是该房屋已经到了使用寿命的极限,不推倒重建无法住人了。这个需要估价师或者建筑商出证明)

Acquisitions available to all foreign persons
I want to redevelop an existing property
Foreign persons may acquire an established dwellings for the purpose of redevelopment (that is, to demolish the existing dwelling and build a new dwelling). This does not include refurbishing the existing dwelling.
A redevelopment proposal which does not increase the number of dwellings may be approved only where it can be shown that the existing dwelling is at the end of its economic life (that is, derelict or uninhabitable).
To demonstrate that the property is uninhabitable and must be demolished, a valuation of the existing structures by a licensed valuer and/or a builder's report may be required.
Proposals for redevelopment normally meet with no objections subject to the following conditions:
•the existing residence cannot be rented out prior to demolition and redevelopment; and
•the existing dwelling must be demolished and continuous substantial construction of the new dwellings must commence within 24 months.
Evidence that the council would allow the proposed development may be required.
