中国15日起启用电子护照 办理需采集指纹

中新社北京5月3日电 中国官方3日发布消息称，全国公安机关将于5月15日起统一启用签发电子普通护照。电子护照在办理程序上新增指纹采集等内容，防伪性能有了根本性提高。

据中国公安部有关负责人介绍，新型电子普通护照按照有关国际标准，在传统本式护照中嵌入电子芯片，芯片中存储持照人的姓名、出生日期、照片图像等个人基本信息。除内置了高可靠性智能卡芯片以及应用数字签名技术外，新型电子普通护照在物理防伪方面采用大量新型高强度防伪工艺和材料，防伪能力有了整体性增强。


对于有人曾担心的个人信息泄露问题，该负责人表示，新型电子普通护照在持照人信息安全保护方面作了充分考虑，依照国际标准对芯片数据读取采取专门保护措施，完全能够保证芯片内的个人基本资料安全；芯片中存储的指纹数据则采用了双重密码保护机制，只有中国护照签发机关和边防检查机关通过专用解码设备才能读取和还原。

新型电子普通护照的办理程序方面增加了采集申请人指纹信息及当场签署本人姓名的内容。电子普通护照在设计印制方面更加突出中国形象元素，并选用大量具有中国特色的图案元素，内容涵盖中国人文、历史、地理和民族等多个方面。

中国普通护照的年签发量从20世纪90年代中期的100万本跃升至目前的1000万本，且仍以每年近20%的增长率递增。自2004年以来，全球已有90多个国家相继签发启用了电子护照。

早上收到腾讯消息了，不要坑姐啊，我四月十几号刚去领事馆领了新护照，原来护照过期都一年多了，不回国也没想着去办，好不容易勤快了一回，搞照片，跑总领事馆……这要是又换，叫人情何以堪啊……

不采用指纹。天朝这么快第一代电子护照就用上指纹？不会跑，就要飞？
美国，欧洲，英国，几代电子护照后慢慢更新技术，天朝直接飞跃，引进技术。强啊。

A biometric system is an automated means of recognising someone by measuring a distinguishing physical trait. Australia’s ePassport uses just one physical trait — a digital photograph of the face. The information needed to generate the facial biometric information comes from the photograph associated with your passport application. Your digitised photograph is stored in the Australian Passport database and in the computer chip within your ePassport.

Using biometric technology, your passport photograph can be digitally compared with other facial images of you that may be held in the Australian Passport database, to ensure that the images are of the same person.

The passport photo comparison check is used to verify your identity as the valid Australian passport-holder and to detect possible identity fraud by criminal elements.

This law requires that Embassies and Consulates abroad must issue to international visitors, "only machine-readable, tamper-resistant visas and other travel and entry documents that use biometric identifiers. Additionally, the Homeland Security Council decided that the U.S. standard for biometric screening is ten fingerprint scans collected at all U.S. embassies for visa applicants seeking to come to the United States.

The N Series ePassport has an embedded microchip in the centre page and a silver coat of arms and international ePassport symbol on the front cover.



The data page and Observation page of the N series ePassport

The chip embedded in the centre page stores the holder's digitised photograph, name, gender, date of birth, nationality, passport number, and the passport expiry date. This is exactly the same information that appears on the printed data page of the passport.

The ePassport offers several important advantages. It:

provides greater protection against fraudulent misuse and tampering
reduces the risk of identity fraud, currently estimated to cost the Australian economy billions each year
enhances the protection of Australia's border through speedy and secure verification of incoming Australian passport holders.
The N series United Nations Convention Travel Documents and Certificates of Identity contain a chip and are therefore "e" travel documents. The N series Document of Identity and Emergency Passport do not contain a chip.
