作业问1为什么州和领地rely on Federal government funding，2依据什么法律？
在网上找了半天只有回答为什么。All the States/territories rely on federal funding because the Commonwealth Government collects GST and Income Tax and distributes some of that money back to the States/territories.
请问Which legislation\section has affect?怎么搜不到啊

我猜是因为国内分地税国税这里只有国税上交联邦政府 council靠收物业管理费过日子州政府啥都没有穷到没钱了只有靠财政转移支付了

Commonwealth of Australian Constitution Act S96. “Financial assistance to States ---During a period of ten years after the establishment of the Commonwealth and thereafter until the Parliament otherwise provides, the Parliament may grant financial assistance to any State on such terms and conditions as the Parliament thinks fit.”只能找到这个了。
wiki说具体有incom tax act1942相关2个，但是我搜不到1942的tax act....
