The OP indicates "现金补助,大概一天100的样子,就不能额外再报饭钱。". So it appears to me the company paid certain amount to the employees first, then they spend on meal. It's different from the employee buy their meal at their own cost, then claim reimbursement from the company.
My humble opinion,
The first case - Allowance.
The second case - Could be fringe benefit.
