I reckon the context is trying to tell us during the war, those Aussie soldiers had affairs with the Vietnamese girls, and became fathers there, as well. When they returned  to Australia, what happened in Vietnam, becomes something they cannot talk about; the war, the affairs, the kids, all those things should be left behind in Vietnam, but could not be.

That sort of emotional pain goes along with their life; that's the reason why the author says" I doubt the rash of the war even goes" and " I am left wondering if Dad even did come home.".

That kind of memory, like a ghost, was haunting his father every single minute; although he spent his hours doing all these normal things as usual as possible, within him he would be fighting with the painful memories in the perpetuity, until the day he died.
