RBA governor Glenn Stevens has not ruled out holding a meeting next month to cut interest rates.

A further rate cut would require the RBA to take the unusual step of meeting in January.

But Mr Stevens told a business dinner in Sydney last night that while such a move was not unfeasible, he had no plans to call a January meeting for the moment.

"I will not be at the office, but I won't be far away," he said.

"But no meeting has been scheduled, at this time."

Mr Stevens told the dinner there are reasonable grounds for quiet confidence about the future, despite his acknowledgment that China's economy has slowed much more quickly than anyone was forecasting.

He also noted consumer spending remains slow even though interest rates and petrol prices have fallen significantly.

Mr Stevens says there is scope to do more with macroeconomic policy settings, given the strength of the Federal budget position and the outlook for lower inflation.

He also said the inauguration of a new US administration next month is a key opportunity for global economic recovery.

Mr Stevens said the new government - led by US president-elect Barack Obama who is due to be sworn in to office on January 20 - will have the chance to turn things around both at home and abroad.

"The economic downturn has been deepening quickly during the transition period," he said.

"But if the new [US] team can announce credible plans to accommodate the required adjustments in the US economy, confidence in medium-term prospects can be rebuilt.

"This would assist both the US economic recovery and conditions elsewhere."
