Job Description

JOB SUMMARY: Responsible for the operation, maintenance and administration of Flint’s Supervisory Control and Data Acquisition (SCADA) system which includes programming and editing system databases, building Operator/Interface displays, performing system backups, maintaining system manuals, and training SCADA users. Load management responsibilities include programming and editing system databases, operating multiple systems via radio broadcast and power line carrier, plus supporting other load management personnel and system administration. Load management operation may require after-hours work during system operation. Works in the office and travels to substations and member sites as required to operate and maintain the systems. Assists in system planning, sectionalizing and system protection, and other typical electrical engineering activities. Supports the activities of the Manager of Planning Services as directed. EDUCATION/TRAINING:Required:
· Bachelor of Science in Electrical Engineering or Electrical Engineering Technology
Preferred:· One year electric utility experience or experience in Medium Voltage Distribution Systems
· Professional licensure attainability
KNOWLEDGE/INTERPERSONAL SKILLS:Required:
·
Excellent working knowledge of personal computers with Windows XP and Linux based Operating Systems
· Must be or become proficient using various database applications to create, maintain, query and generate reports of tabular data
· Ability to become proficient using applications such as Oracle, MS Access or SQL
· Ability to obtain and maintain Registered Professional Engineer license in Georgia·
Ability to obtain and maintain Integrated Transmission Systems utility switching certification·
Must exhibit good communication skills and ability to work effectively with other people
Preferred:·
Working knowledge of communication protocols - primarily DNP 3.0 protocol

Emphasis in computer systems, networks, communication protocols and architecture, and databases·
Linux OS experience, ACS SCADA and TWACS software·
MS SQL and Oracle database software·
Scripting in CMI, Crystal Reports reporting WORKING HOURS:· 8:00 a.m. to 5:00 p.m., Monday through Friday, with one hour for lunch ·
Must be able to serve on call, accept after-hours calls by telephone or pager, and be able to work after-hours in emergency situations ·

PHYSICAL DEMANDS FOR ESSENTIAL FUNCTIONS:
ALERTNESS & CONCENTRATION: Maintains full alertness and concentration at all times, sometimes in inclement climatic conditions, at night, and during emergency storm shifts. VISION: Far Visual Acuity - As necessary to drive and operate equipment and assess the status of fixtures on top of a 45 ft. pole to ground. Should be able to distinguish potential hazards in substations and at job sites.
Near Visual Acuity - Necessary for analyzing reports, prolonged use of CRT screen, identifying switches, and nameplates on equipment.
Peripheral Vision - As necessary for driving and operating equipment safely.
Color Vision - Judges red, green, and yellow traffic lights adequately to drive. Must be able to adequately distinguish colors in engineering planning and other software.
Depth Perception - Needed to judge distance when driving and operating extendo sticks around high voltage lines.
Night Vision - Same as above when working at night and in poor light. HEARING: Hears spoken conversation well over telephone and while working on ground and communicating with other employees on top of 45' poles, despite heavy background noise from equipment, traffic, rain, and wind. Hears adequately to operate 2-way radio. Visual signals may not always be appropriate. SPEECH: Speaks loudly and clearly enough to be accurately understood; occasionally from ground to top of 45' pole or when 100 ft. away from co-worker, despite heavy background noise and when visual signals cannot be used. Speaks clearly when communicating by 2-way radio. Voice must be professional to make presentations as required. SITTING/STANDING: Varied. 30-90% of working hours spent sitting when doing analytical or design work, or while driving to and from work sites. May sit 7½ hours in eight (8) hour day on occasions. 70-100% of working hours may be spent standing. WORKER MOBILITY: Can change positions frequently sitting or standing. WALKING: Common distance is ¼ to ½ mile, regularly on concrete, on uneven ground, occasionally. May walk in overshoes as required in substations and in stormy conditions. Total walking in 8 hour day may vary from one to four hours. LIFTING/CARRYING: Lifts up to 75 lbs. Equipment would normally be used to carry items weighing 75 lbs. plus. 0-50 lbs. occasionally. Up to 50 lbs. would be carried approximately 100 ft. PUSHING/PULLING: Continuously opening and closing drawers, occasionally when working with line materials. BENDING: Bends from neck for talking on telephone. Bends from waist occasionally - less than 5% of working hours. REACHING/HANDLING: Regular use of hands and wrists when using small tools to work on SCADA, to operate computer, to write and draw designs, to use computer, and write correspondence in daily activities. TWISTING: Can be avoided somewhat by taking step in direction of the work. CLIMBING/CRAWLING: Occasionally climbs on and off trucks and equipment when on job site with crews. ENVIRONMENTAL FACTORS: Job is mainly indoors in a heated/air conditioned building. Occasionally performs a variety of strenuous tasks outside, with temperatures varying from 32 degrees or below to 90 degrees or above, sometimes in rainy, stormy conditions, rarely in snowy or icy conditions. Works around high voltage occasionally with the use of hand tools. Occasionally exposed to noise from construction equipment, heavy traffic and air compressors. MACHINES/TOOLS/EQUIPMENT: Hand tools, volt meter, amp meter, computer, copier, fax, stapler, and other miscellaneous office equipment. SAFETY EQUIPMENT/SAFETY LOSS CONTROL PROCEDURES: Hard hat, rubber gloves, overshoes, safety glasses, work gloves, sleeves. Mayday, CPR, first aid, and defensive driving. DRUG TEST/PHYSICAL EXAM: Drug test required for pre-employment and random thereafter. Employment entrance exam required.
