在mygov申请ccs的问题

在mygov里连到centrelink. 显示有个task：confirm CCS enrolment. 然后点击start task. 就直接跳出You are not eligible to access this service.
这是怎么回事？几周前已经在mygove上申请了，ID认证也在centrelink 做了。不知道为什么为显示You are not eligible to access this service。有谁知道吗？谢谢
