Mayor Badalati said there have been a number of instances in recent months where children as young as three-years-old have been left alone at Hurstville City Library for up to six hours. “Council encourages and welcomes children of all ages to use the resources and services available through our Hurstville and Penshurst library branches,” he said. “Libraries, however, are not a substitute for child-care centres, and any parent or guardian who uses them for this purpose is putting their child at risk. Under the Children and Young Persons (Care and Protection) Act 1998 (The Act) any child left unattended in a public library may be considered at risk of harm and subsequently reported to the NSW Department of Community Services. Along with exposing their child to potential harm, parents or carers who leave a child unattended in a public library may themselves be committing an offence under The Act. Mayor Badalati said Council ensures that the Hurstville and Penshurst libraries are safe for all users from an occupational health and safety point of view. “Library staff take care to ensure that the library is safe and welcoming for all library users,” he said. “Responsibility for a young person's use of our libraries lies with the parents and carers at all times.” |
