Set in concrete: definite, sure to happen.

For example:
In the tea room...
Jane: Have you heard that we are going to be reloated to Castle Hill next year?
Lorraine: Are you sure? Last time I heard from the boss that it's still up in the air.
Jane: Really?
Lorraine: Nothing set in concrete yet.
