据我所了解，无过错方,一般不用pay excess fee.但是我在racv条款里看到一个条件（无过错方claim） claim要超过basic excess fee。也就是说如果我的excess fee选定700块，修车需要 600块。那我只能自己修了。是这样么？

原话是：
When an excess does not apply
You will not have to pay an excess if:
you make a claim for an incident that we agree was not in any way the fault of you, the driver of, or a passenger in your vehicle, or a substitute vehicle, and you can provide the name and residential address of a person(s) we agree is at fault, and the amount of the claim is more than any basic excess

我迷惑的是最后一句 “the amount of the claim is more than any basic excess”
