For 1, if your friend can get PR in a short term, then, he(or she) should wait until he gets PR. Because as a PR, he dun need to pay tuition for his PHD, and it's kinda easy to find scholarship. The con is, his cost in waiting. Normally, he needs at least 3 years working exp.
For 2, if he is good enough, he can apply for phd directly as an overseas student. He also can apply for EIPRS, which can cover his tuition and scholarship (around additional 20k per year, tax free). But the competition is really tough. He has to be good. Or he can find a rich boss with lots of fundings. Then the boss can pay sth for him. |
