到康嫂去咨询把房子加盖二层，同时把下面改为shop。康嫂的人说可以咨询external planner。问他哪里去找，他说网上就可以找，可是回来没找到啊？有知道的吗？

Maybe I am wrong, I reckon they call themselves statutory planners, who work for the council, while the "external planner" means "private town planner".
You could find heaps of them from Internet or local whitepage / yellowpage.
