最近,我在CASTLEMAINE 火车站的通知板上看到下面的通知:"维州政府命令所有在墨尔本和整个维州的的居民和小生意商家必须在2013年底前安装智能电表。"
这条通知是个谎言。
政府的指令只是指导电力经销商"尽他们最大的努力在2013年底前给每一个住户和小生意商家安装智能电表。"
在这个指令里,没有任何强迫任何人接受智能电表的表示在其中。
另外,在没有经过住户或者小生意拥有者的自主决定的,完全的和正式通知的同意的情况下,任何安装智能电表的尝试都是违反<<2006维州人权和责任宪章法案>>的。
在火车站通告板上的这条通知中,没有清楚的显示是谁批准了这条没有任何签名的通知,只是提及了DPI(基础产业厅)的网站。
那么这条通知是不是正在试图去误导人们相信,在安装智能电表这件事情上大家没有的选择呢?

Householder's consent
needed to install meter
RECENTLY I read the following
statement on the notice board at
Castlemaine Railway Station:
"The Victorian government
has mandated that all residential
and small business customers in
Melbourne and throughout the
state must have a smart meter
installed by the end of 2013."
This statement is a lie.
The mandate is a direction to
electricity distributors to "use
their best endeavours to install
smart meters in every home and
business by the end of 2013."
There is no indication in this
direction that obliges anyone to
accept a smart meter.
Besides, any attempt to install
a smart meter without the
householder's or business owner's
free, full and informed consent
would be an infringement of
the Victorian Charter of Human
Rights and Responsibilities Act
2006.
There was no clear indication
on the notice as to who authorised
the unsigned statement, only a
reference to the Department of
Primary Industries' website.
Was this notice an attempt
to mislead people into believing
that they have no choice in this
matter?
