Cash basis means the business records GST at the time when a cash or credit purchase has been paid. Non-cash basis refers to an accrual methord where the business records GST when a purchase is made for either cash or credit whether  paid or not.

An example might help explaine it  better

Taxable purchases- $990     goods invoiced and cash paid
Taxable purchases-$77        goods invoiced and cash paid
Taxable purchases-$880      goods invoiced previous quarter and paid this quarter

On a cash basis, the business would report a total of  $1947 purchases  for the month of which $177 is GST paid. On an accrual basis, the business would only  report $ 1067 purchases of  which  $97 is GST paid, as the purchases of $880 have already been recorded in the previous quarter.
