At the centre of public queries is how police officer and accused killer Constable Beau Lamarre-Condon allegedly had access to a police gun when he was not on duty.
Former NSW detective Peter Moroney explained the accused killer was rostered on a 'user pays' shift close to the time of the alleged murders.
"He wasn't on what we call a technical shift or on duty, what he was doing was a user pays service," Moroney said.
"What that is, in the most simplest terms, is if you think of something like the NRL, a number of police are required to work that shift.
"So to be able to do that they offer police additional duties when their actual rostered days off are there.
"And that allows them to then attend for additional pay and to work for the user... that needs them to perform that police duty."
The event Lamarre-Condon was rostered for took place on Sunday, but he allegedly signed out his gun on the Thursday before and returned in on Tuesday.
"That is going to be an area of focus for the review, I have no doubt," Moroney said.
The former detective said magazines attached to police issued pistols are "the responsibility of the individual officer" and are typically not checked for missing bullets.
"From my experience, no, they're not generally checked out to say 15 bullets out, 15 bullets in," he said.
"There is an obligation that if an officer does discharge his weapon then that would be reported, it's mandatory to be reported."
Moroney said he expected subsequent inquiries into the police officer's conduct last week to unveil some flaws in the system.
"There will be a criminal trial...but there will also be, I would imagine, the coronial inquest that will come further down the line and that too will turn a spotlight on police practices.
