In this list, Telstra 3G refers to the Telstra wholesale network except Boost Mobile.
Telstra's 3G wholesale network initially provided speed throttled access to most but not all of the Telstra 3G network. With increased uptake of 4G services, around 2014, Telstra removed speed throttles, though Whirlpool forum posts suggest that coverage is not quite equal to that provided on the retail Telstra 3G network. Today, the wholesale 3G network footprint is marketed as "98.5% of the Australian Population covering 1.3 million square kilometres"
Boost has a special arrangement with Telstra, offering access to the NextG 3G network, and the Telstra 4G network (but not the "4GX" network).
Early in 2016 (better citation requested) Telstra opened up it's 4G network to other resellers.
