老年养老金 2018新政Enhanced Residency Requirements讨论

2018年出台了一个关于养老金的重大改变，叫做Enhanced Residency Requirements
内容：
From 1 July 2018, to receive Age Pension or Disability Support Pension (DSP), a person will need to have:

1 10 continuous years of Australian residence including at least five years during their Australian working life, or
2 10 continuous years of Australian residence and proof they have not received activity tested income support for cumulative periods of five years or more, or
3 15 years of continuous Australian residence.

关于第一条，指的是10年在澳洲居住，其中5年的居住期是从退休前到澳洲的退休年龄有居住至少5年，按照目前的政策，就是要至少60岁前就移民澳洲并居住满5年才可以 （Australian working life）

第二种情况就是 10年连续居住澳洲并至少5年没有收到收入支持的行动。（从字面上看，这条属于没有收到福利部收入补贴的群体。但是到底非Pension类的福利算不算，比如需要收入测试的low income health card和commonwealth senior card，政府部门并没有详细解释。等待进一步消息）

第三种情况就是连续住满15年，这个是最难的

第一条我理解成需要有5年的工作经历。
第二条，low income health card和commonwealth senior card 审查过收入，但不是真正意义的收入测试，因为没有包括房产，拿老年养老金据说要考察房产的，有几处房产，自住的有多大？海外房产？这条的解释权在官方。等待申请过的足友上来澄清。

我记得有问房产出租收入情况的。没有详细问几处、面积、价值等，据说申请养老金，如果家有豪宅也批不下来。

我理解activity tested income support应该是那些需要满足某些行为才可以支付的福利，比如需要证明你一周工作或者积极找工时间有20小时这种，并不是平时常见的income test和asset test。类似于下面这些福利：
Job seekers receiving Newstart Allowance, Youth Allowance, Special Benefit and Parenting Payment have an activity test or participation requirements to qualify—and remain qualified—for the payment. The activity test is designed to ensure that unemployed people receiving income support payments are ‘actively looking for work and/or doing everything that they can to become ready for work in the future’.

这次预算没有提及养老金居住年限变动的内容，新移民申领福利也没提从三年延长到四年啊

我没有理解你说的。有low income health and commonwealth senior card就算领过澳洲福利，所以也不能算了吗？

新政只给出一句话，即做过收入测试的算，不知你提的这两张卡算不算？
还有一种说法，以上两种卡，如果是143父母移民，10年后要从保证金里扣，如果扣了就不能算领过福利。

这连续的意思 不可能是一天都没出境吧？应该每次最长出境时间比如一个星期一个月这样 还是算连续的 不知道有人知道具体规定不？

所谓连续是讲即使出国，但他们还会回来，房子还留着，银行户口还在。並有打算某段时间还回来的，並非是讲一天都不能离开。
