谈话中经常能听到别人说这个短语，铃铛声和口哨声？？

其实短语的意思是附加品，特殊功能, 或者点缀品，通俗的说就是锦上添花的东西。

Example:

Jack is looking for a good home loan package. When he is talking to the mortgage manger about his requirements, he mentioned:”I only need the basic home loan with low rate, I don’t need all the bells and whistles!”.
