其实要给宝宝办护照，但是interview的时候说，需要宝宝先办citizen，但是查了一下citizen的要求

其中的第3条怎么满足？（因为没有公民纸，就申请不了passport， 而且还没到入学年龄）
1. A full birth certificate or family register containing
parent’s details
2. Evidence of links between birth name and current
name, if applicable
3. Another document showing a photograph and
current name, for example a passport or a student
card
4. One passport-sized photograph and identity
declaration signed by an Australian citizen with the
appropriate authority
