西弗吉尼亞州的總檢察長起訴德國大眾汽車公司的美國子公司，尋求就後者在美國汽車尾氣排放檢測中造假、欺騙消費者作民事處分並作出賠償。

总检察长在起诉中提出了以下赔偿项目：

Morrisey asks that any consumers in the state get refunds totaling the premium paid over a gasoline model, the loss in resale value, and the expected costs of lost performance from the upcoming recall repair. On top of that, the automaker would pay the state $5,000 for each violating vehicle and all of the related costs for preparing for the trial. According to the complaint's legal documents
