请问building contract里关于insurance的条款

要修房子，builder给了一份合同样本，里边关于Insurance条款是这么写的：

The contractor will have public liability insurance of at least $5m. The owner must ensure that the owner is similiarly insured.

If the owner tells the contractor to insure the works against loss or damage or to similiarly insure the owner's property while the works are being carried out, the owner will be charged the contractor's actual cost of insuring plus another 20% for arranging this insurance.

请问上面红色部分是什么意思啊？是说owner也要自己买public liability insurance吗？  第二段又是啥意思呢？

小白一个，不懂，想请教各位行家。

是说你自己要有insurance?

就是builder 只买了public  liability insurance. 如果损坏 或者丢失啥的，你需要确保你自己的保险cover 这些损失，builder 不管滴。

如果你需要builder 来增加买这些而外的保险， builder 会回头charge 你 外加 20% 管理费

我也不是很懂，但是常理来说，工地上出事，应该是builder负责的呀。
