'Parent visas' include visas in both the parent and the contributory parent categories.
Option 1 (Low cost 3K, 10 years waiting):
Parent (Permanent) Visa (Subclass 103)
A permanent visa for parents who have children living in Australia, Parent category visa applications have a lower processing priority than other family stream visa applicants such as partners, children and the contributory parent category.

In the 2009–10 Migration Program year, 2000 parent category visa places are available for applicants applying from in and outside Australia.
Based on current planning levels, applicants can expect an approximate ten year wait before visa grant consideration after being allocated a queue date.
Option 2(Midium cost 36k, 2 years waiting, OK to consider):
Contributory Parent (Migrant) Visa (Subclass 143)
A permanent visa for parents with children living in Australia. This visa costs more than the Parent visa but is generally processed faster.

second instalment $34,330
In 2007–08, high demand for the contributory parent visa category meant that a queue formed for the first time. In the 2008–09 and 2009-10 Migration Program years, the number of contributory parent category visa places available for applicants applying from in and outside Australia has been increased to 6500 and 7500 respectively.
Based on current planning levels and the number of contributory parent visa applications already lodged, new applicants can expect to wait between 18 months and two years before visa grant consideration.
This visa allows you, your accompanying partner and dependent family members to live as permanent residents in Australia.
You can also:
work and study in Australia
receive subsidised healthcare through Medicare and the Pharmaceutical Benefits Scheme (PBS)
access certain social security payments (subject to waiting periods)
be eligible to apply for Australian citizenship (subject to the residency eligibility criteria)
sponsor people for permanent residence (subject to waiting periods).
Option 3(High cost 72k, no waiting period)
Contributory Parent (Temporary) Visa (Subclass 173)
This is a temporary visa valid for two years. If you hold this visa you can then apply for the permanent Contributory Parent visa (subclass 143).

second instalment $20,595
Contributory Parent (Migrant) Visa (from Subclass 173 to Subclass 143)
This visa is for holders of a temporary Contributory Parent visa (subclass 173), who want to apply for a permanent Contributory Parent visa (subclass 143).
