1.在苏联时代,俄罗斯教育体系将科学、物理列为优先项,现在俄罗斯在编程、数学、密码学等方面有很多人才储备,走技术创业道路成为一部分人的选择;
2.不断被西方制裁,经济不景气,而ICO特别有利于募资;

No country can claim to be at the center of the crypto world, though many would like to. Bitcoin, after all, was designed to be a stateless digital currency. Ethereum’s deepest thinkers are a roving band of Airbnb-surfing programmers scattered around the world.
But even if there’s no central hub for crypto development, Russian programmers have an outsize presence in the world of virtual assets. In particular, they are deeply involved in markets for initial coin offerings (ICOs), which allow firms to raise money in exchange for digital tokens. Some optimists in the industry think ICOs could one day challenge venture capital as a means for startups to raise money, but in the meantime they are more like crowdfunding campaigns on steroids, with few rules and a distinct lack of regulatory oversight.
Around the world, Russian accents are commonplace at ICO pitch competitions, where the people behind projects seeking financing try to entice investors. But their influence isn’t immediately obvious in the numbers: The US, Singapore, Switzerland, and UK are leaders when it comes to ICO money raised. The same is true when measured by the locations where projects are registered (pdf).
But when you look at where the CEO or founder of ICO-seeking projects is based, Moscow came out on top last year, according to venture capital firm Atomico:

Tech professionals point out that Russia is rich in programming, mathematics, and cryptography talent, in part a legacy of the Soviet era when science and physics education was prioritized. The USSR still ranks second, behind China, in International Mathematical Olympiad wins, even though it sent its last team in 1991.
After the Soviet Union collapsed, there were masses of scientists but few science jobs available. Technology startups were a way out for some people, according to a BBC report. Computers weren’t widely available until relatively recently, and a person able to control and operate digital systems became something of a hero. At the same time, tech firms require little capital to get started and, amid ongoing sanctions, it remains an easier way to sell products or services abroad.
Intellectual capital

Crypto innovation is coming out of Russia because it has some of the best intellectual capital in the world, said Oliver Hughes, chairman of Tinkoff Bank, a digital lender based in Moscow. Even Sberbank, Russia’s biggest bank, behaves like a fintech firm, he said. Sberbank reportedly has more than 11,000 developers, which is more than all the employees at Snap, Square, and Twitter combined.
The sheer number of software engineers is part of the story behind the proliferation of crypto in Russia, but it doesn’t explain everything. Germany, the UK, and France each have more professional developers than Russia, according to Atomico. The Netherlands has many more developers on a per-capita basis.
Funding is likely part of the reason. Russia has technologists, but access to venture capital is limited. ICOs, meanwhile, have been a way to raise piles of cash quickly. Blockchain companies raked in more than $4 billion via ICOs last year, more than four times what was raised via venture capital, according to technology advisory and investment firm GP Bullhound.

ICOs are a convenient way to raise money without going through banks, said Olga Smirnova, chief operating officer at DigRate, which provides ratings for ICOs. She said there are hundreds of conferences in Russia about token offerings; she recalled once going to the wrong event because there were two separate ICO conferences in the same building, on the same day.
And then there’s the weak economy (paywall) and anemic income growth, which may be driving some Russians into crypto, whether to work on projects or speculate on tokens.
A complicated relationship

Egor Lavrov, chief creative officer for Paragon Coin, a cannabis industry project, visited Moscow recently and said everyone was talking about ICOs and bitcoin. He said even his Wheely driver (an Uber competitor) asked him whether he should invest in ripple, a particularly volatile crypto asset: “They hear stories about people getting rich.”
Paragon, meanwhile, is the target of a potential US class action lawsuit, which says it may have sold unregistered securities when it raised $70 million from investors in an ICO. Paragon said in a statement that it is “dedicated to staying compliant with all applicable laws, and endeavored to do so throughout the entire ICO process.” Lavrov, who was born in Moscow but has lived much of his life in the US, said Paragon has 15 employees in Ukraine.

Last year, a Russian spy reportedly boasted that blockchain will “belong” to the Russian Federation.

The Russian government has a complicated relationship with crypto. Last year, a Russian spy reportedly boasted that blockchain will “belong” to the Russian Federation.
Blockchain is the ledger of transactions behind bitcoin and other cryptocurrencies. Rather than relying on some central entity or database, computers on the blockchain network each have their own copy of the ledger and check and update transactions to maintain its fidelity. Transactions can only be made by users who have cryptographic keys. Away from cryptocurrencies, it has promise in everything from making anonymous payments to streamlining back-office financial operations. Blockchain technology’s biggest boosters see it as a way to make traditional banking obsolete.
ICOs are an offshoot that uses similar technology—projects can issue cryptographically secured tokens in exchange for money to fund an endeavor. But many of these enterprises are fraudulent, and the risk of manipulation in the trading of tokens is high.
There are fears that the Kremlin is trying to influence the blockchain and cryptography standards in a way that allows the state to undermine it—perhaps resembling the way the US is suspected to have installed its own cryptographic backdoors. The media reports quoting Russian spies holding forth on blockchain are odd, however, given that spies aren’t supposed to brag about state plans.
Russian president Vladimir Putin has said the country needs to accelerate its digital economic strategy, and he briefly met in June with Vitalik Buterin, the Canadian-Russian creator of ethereum, which provides the distributed computing for many ICOs. Putin’s government has also considered developing its own cryptocurrency (paywall), reportedly in hopes that it could help skirt tightening international sanctions.
But a few months after Putin’s meeting with Buterin, the government cracked down hard on crypto, at least for the private sector. Putin criticized bitcoin, saying it’s used by criminals, and the central bank began deliberations over blocking websites that deal in digital assets. Sergey Shvetsov, first deputy chairman of Russia’s central bank, said these currencies have “signs of a financial pyramid.” Officials may have softened their approach somewhat since, though regulations are still pending.

Reason to be wary

For Russia’s financial authorities, there’s good reason to be wary. Millions of citizens had their savings shredded by a massive Ponzi scheme after the USSR collapsed, when most Russians had no idea what a legitimate investment ought to look like. Half of the $300 million raised by ICOs in Russia in 2017 went into pyramid schemes, according to Russian newspaper Izvestia, citing the Russian Association of Cryptocurrency and Blockchain.
While crypto is a global mania, Russia comes to it with legions of enthusiastic technology experts and, like the rest of the world, more than a whiff of fraud and criminality. It’s mixed with a broader public that was financially naive and poorly protected by regulators amid economic hardship in the past. Although every government is trying to figure out ways to protect investors, weed out the scammers, and still encourage innovation, this challenge is particularly acute in Russia.

After the notorious 5 BTC ‘bitcoin puzzle’ was solved last January after years of people trying to crack it, now another bitcoin puzzle was launched this week on forums and social media. On May 19, 2018, a person posted an image which contains a bitcoin puzzle that rewards the solver 1 BTC.

Bitcoin Puzzles: Hiding Cryptocurrencies in Plain Sight

Since the inception of bitcoin and other cryptocurrencies, visual puzzles that contain digital asset rewards have been very popular. This week a Reddit user named ‘u/cryptogreetings’ posted a cryptic picture online that contained a puzzle with a 1 BTC prize. Since the image was published online no one has been able to crack it so far as the public address can be seen here. The picture is black and orange and white with a bitcoin symbol and many words, and numbers strewed across the image. The creator says if no one can crack it in a week they will publish some hints to help people out.

“This work is comprised of Satoshi Nakamoto’s famous whitepaper words, scaled by Log N. Disparate ideas inspired Satoshi to create a solution to revolutionize modern socio-economics and industry,” explains the Reddit user u/cryptogreetings.

The work reflects on the elements that brought this technology to life, and challenges the underlying security model. Hidden in plain sight lies something more: a treasure hunt. 1 BTC is concealed within the work.

The Infamous Coin Artist 5 BTC Puzzle Solved This Year

Just recently news.Bitcoin.com reported on a famous bitcoin puzzle that contained 5 BTC for years before the puzzle was decrypted. The painting called ‘The Legend of Satoshi Nakamoto’ was designed by @coin_artist, who had hidden clues that revealed a private key to the tethered wallet. The puzzle was solved by a 30-year old programmer named ‘Isaac’ who solved the puzzle in less than two months. Isaac just happened upon the puzzle while searching for cryptocurrency related riddles online.

There have been tons of bitcoin puzzles over the years and there even is a Reddit forum dedicated to these riddles called r/bitcoinpuzzles. The Reddit forum has lots of puzzles with large funds hidden and smaller mBTC fractions. News.Bitcoin.com reported on another bitcoin puzzle series that is tied to an Enigma game on Steam. Montecrypto is a game specifically designed for armchair detectives as this past February the game made headlines worldwide. During the first week of February, a gamer solved the Montecrypto puzzles and accumulated $50K worth of BTC, BCH, and other coins.

Bitcoin and security expert Andreas Antonopoulos showing a hidden $12Mn BTC transaction back in 2015.
As long as cryptocurrencies can be hidden people will always try to solve these puzzles using techniques like uncovering obscure clues, utilizing steganography and cryptography. People have also stored puzzles within the digital asset’s network as well as one user in 2011 wrote a paper describing a way to implement steganography inside the Bitcoin Core (BTC) network. “That is, storing hidden messages inside the network, that would be available only to those who knew where (and how) to look,” explained the creator and his paper’s summary.

What do you think about people storing cryptocurrencies in photos and puzzles? Let us know what you think about this subject in the comments below.

LMAX Exchange kicks off cryptocurrency trading, wants to bring it into the mainstream

Only the five most established cryptocurrencies will be available for trading

The fintech firm LMAX Exchange Group announced today that it would be launching the first physical cryptocurrency exchange to serve institutional clients.

LMAX Exchange, which is regulated by the Financial Conduct Authority (FCA), will offer the possibility of trading within the five most established cryptocurrencies: bitcoin, ethereum, litecoin, ripple and bitcoin cash.

David Mercer, chief executive of the company, said: “We are furthering the legitimisation of the cryptocurrency market by offering institutions a platform on which to acquire, trade and hold cryptocurrencies securely with high quality, deep liquidity.”

The exchange will be called LMAX Digital and will be a step towards giving the digital currencies legitimacy and mainstream appeal as in the past they have been the target for a lot of criticism because of their shady ties.

For now, the exchange will be based in London but there are plans to expand into Japan and the US.

Mercer continued: “The rise of institutional trading of cryptocurrencies will be a game-changer for the industry. We believe our new exchange will support the transformation of the crypto market from the fringes of the mainstream. Digital currencies are, without a doubt, coming of age.”

One of the objectives of the exchange is to normalise cryptocurrencies, bringing the most significant ones into wider circulation and make them become as accepted as conventional money according to Mercer.

Aussies lost $2.1m to cryptocurrency 'scams'

$800k more than first thought.
Australians lost at least $2.1 million to cryptocurrency-based scams last year such as by paying ransoms in virtual coins or being lured to invest in fake initial coin offerings.

The number is an upgrade on previously released figures, though the loss numbers may be inflated by the peak in value of cryptocurrencies in December last year.

Back in February, it was revealed that Aussies lost almost $1.3 million to Bitcoin and Ethereum-related scams in 2017.

But there was ambiguity at the time over the extent to which these losses were due to ransoms demanded by attackers as part of ransomware campaigns.

The Australian Competition and Consumer Commission (ACCC) said at the time that some losses were recorded against “other” buying and selling scams, without elaborating.

A formal data release today shows that some of the reported losses came from fake coins and purchases made through brokerages rather than directly through an exchange.

“Examples of cryptocurrency scams in 2017 include fake ‘initial coin offerings’ which, like initial stock offerings, purport to be the launch of a new cryptocurrency,” the ACCC said in an annual scam report released today.

The Ethereum distributed app ecosystem is currently experiencing explosive growth, with Etherueum dApps capturing over $7.5 million USD across 500 different applications and 11,000 users in the last 24 hours. While increased use of the Ethereum blockchain is arguably a good thing, however, the surge in transaction throughput has caused congestion, doubling Gas fees.

According to distributed app tracking website Dapp Insight, more than 10,000 ETH has been transacted over Ethereum-based dApps over the last day, consuming more than 14 million GAS. The dramatic increase in dApp use mirrors the impact of CryptoKitties, an Ethereum-based dApp that caused significant ETH transaction delays in December 2017.

Ethereum Game dApps Slow Down Network

The dramatic rise in GAS fees is attributed to the viral popularity of a slew of games emerging from online forums. While not as damaging to Ethereum transaction throughput as CryptoKitties, these new dApps have amassed over 26,000 transactions in 24 hours, causing GAS costs to double in price to $0.02.

According to the website, Ether Shrimp Farm is the #1 shrimp farming simulator and idle game on the blockchain.
The spike in Ethereum dApp game interest has demonstrated the fragile nature of the Ethereum blockchain, illustrating the impact of a relatively small increase in transaction throughput on the capacity of the network. Ether Shrimp Farm, one of the most popular games causing network congestion, places players in control of a virtual shrimp farm with the goal of optimizing shrimp production, ultimately trading eggs for ETH.

Ether Cartel takes a similar approach, providing players with the opportunity to manage a narcotic empire through an idle-clicking style format. While there are a number of serious Ethereum dApps that provide legitimate utility, such as document publishing dApp documentary, games are currently dominating the dAppRadar leaderboard — Ether Cartel currently ranks number one, clocking up over 11,000 transactions over the last week.

The whimsical use of the Ethereum blockchain to play games may be mildly amusing to some but many market participants are unimpressed, highlighting the fact that if the second largest cryptocurrency by market cap can be “ destroyed by CryptoKitties and shrimp farms” then it probably isn’t “ready for prime time.”

Increased transaction volume does have a detrimental impact on GAS fees and transaction times, but has an overall positive effect on adoption as a whole —data available from BitInfoCharts demonstrates that the number of active addresses on the Ethereum network has exceeded inactive addresses for almost one week, approaching the previous best streak of 4 straight days in mid-January:

Banks will trade cryptocurrency sooner than people think, says fmr. JPMorgan blockchain executive
Former head of J.P. Morgan's blockchain operation says banks like her former employer could get into the cryptocurrency business imminently.
"I think it's coming sooner than people probably think," says Amber Baldet, Former head of J.P. Morgan's blockchain arm.
Baldet's unveiled her new start-up Clovyr this week, which offers something similar to the app store but for "decentralized applications."

Former head of J.P. Morgan's blockchain arm is no longer on Wall Street. But the former insider says major banks like her former employer could get into the cryptocurrency business imminently.

"I think it's coming sooner than people probably think," Amber Baldet, Former head of J.P. Morgan's blockchain arm told CNBC's "Power Lunch" Friday. "But even where the will is, the legal and regulatory framework is challenging."

Despite record investor profits from bitcoin's 1,300 percent rise last year, most banks have stayed away. Goldman Sachs is reportedly moving ahead with plans to set up the first bitcoin trading operation at a Wall Street bank.

But custody is still a huge challenge, Baldet said. Right now, financial institutions have few ways of safeguarding a firm's digital assets, although some solutions were announced this week.

Japan-based global investment bank Nomura unveiled a venture to establish a custody offering Wednesday, and Coinbase also announced a fleet of new offerings that includes a custody solution on Monday.

Baldet's post-J.P. Morgan plans had been the topic of speculation since she announced her departure from the bank in April. Baldet unveiled her new start-up Clovyr Wednesday at the Consensus blockchain conference. The company offers something similar to the app store but for projects built on blockchain technology.

"There's no way to discover what's out there right now, there's no Google for finding applications," Baldet said. "The ability to discover apps is helpful but the ability to build them is also encompassed in there."

Baldet, who was listed on Fortune's 40 Under 40 list of the most influential young people in business, led J.P. Morgan's Blockchain Center of Excellence. She played a critical role at establishing the bank's enterprise blockchain strategy, and its flagship Quorom project.

J.P. Morgan developed its blockchain technology two years ago for clearing and settling derivatives and cross-border payments but Baldet said it can be used across industries.

"It's an open-sourced project, it's completely agnostic and industry agnostic as well," she said.

Reuters Survey: At Least 56 Finance Firms Will Enter Crypto In Next 6 Months

Twenty percent of financial firms want to “start buying and selling digital tokens” in 2018, Quartz reports Monday, April 23.

According to a range of over 400 undisclosed businesses surveyed by Thomson Reuters, one in every five “have plans” to begin direct contact with cryptocurrency assets in the next 12 months.
Reuters, which began including Bitcoin sentiment in its data feeds last month, did not mention the stature of the firms involved.
Nonetheless, 70% of those who said ‘yes’ to crypto in 2018 also said they were planning to begin within the next three to six months, translating into at least 56 new players offering cryptocurrency in some form by October.
The positive outlook reflects the overall wave of enthusiasm which has characterized crypto markets in April.
As Bitcoin and altcoin prices hold gains which topped $9280 Tuesday, pundits have been weighing in on the stronger performance due to set in for assets before 2019.
Current price estimates range from $25,000 to $100,000 by year end for Bitcoin, with traditional finance money jumping in after waiting ‘on the sidelines’ remaining a common narrative.
On Monday, Pfeffer Capital partner John Pfeffer announced he thought Bitcoin could eventually rise to $700,000.

On May 17, one of the world’s largest cryptocurrency and bitcoin exchange Bitfinex officially asked its users to submit tax IDs and social security numbers that could be utilized by government agencies in the countries its users are based into tax gains recorded in the cryptocurrency market.

“We request that you complete the appropriate self-certification form and upload it to your Bitfinex account by May 24, 2018, at the latest. If you are a US person or an entity with at least one 25 percent owner who is a US person, please complete the appropriate FATCA form. You are required to provide us with such information,” said Bitfinex.

Targeted Users
Whalepool, a community of day traders focused mainly on bitcoin and other cryptocurrencies on Bitfinex, emphasized that they strongly disavow the decision of Bitfinex and have withdrawn their funds from the exchange.

“Bitfinex is now requiring users to give their tax information so that it can send it to BVI which will exchange it with your country’s tax authorities. We strongly disavow. If you also disagree with this decision, peacefully protest it by withdrawing your money from Bitfinex,” the Whalepool team said.

In response to the statement of Whalepool, the Bitfinex team noted that it has “deliberately targeted users” that it believes have an obligation to self-disclose and emphasized that only a portion of the Bitfinex user base was asked to disclose their tax identification and personal information.

In some regions like the US and France, capital gains tax on cryptocurrency investment is quite substantial. Until this month, the gains tax imposed on cryptocurrency trading was 45 percent, which was decreased to 19 percent by France’s Council of State because investors were not willing to disclose their earnings just to be taxed 45 percent.

In consideration of the high capital gains tax imposed on cryptocurrency trading, it is understandable that investors in the global cryptocurrency market try to avoid disclosing their tax IDs and prevent from being forced to pay abnormally large taxes on trades.

The abrupt decision of Bitfinex led the cryptocurrency market and investors that trade the bitcoin-to-USD, which is still the majority of investors in the market, to panic sell and withdraw their funds out of Bitfinex.

According to CryptoCompare, a cryptocurrency market data provider, Bitfinex remains as the biggest bitcoin-to-USD exchange with more than 29 percent of the market share.

Bitcoin Price Falls
The period in which Bitfinex sent out its official statement to its clients coincided with the fall in the price of bitcoin on May 17, when the bitcoin price reached a two-month low at $7,925. It is highly likely that the price drop of bitcoin was largely caused by Bitfinex and the sell-off of investors on the platform trading the bitcoin-to-USD pair.

The cryptocurrency market still remains extremely volatile. Over the past 24 hours, the daily trading volume of the cryptocurrency market has dropped $5 billion, from $21 billion to $16 billion. As such, it is possible that the bitcoin price falls further below from the current rate at $8,320. But, given that the market has already started to recover from the May 17 dip, it is likely that the bitcoin price rebounds soon, along with other major cryptocurrencies and tokens.

USD-coin.

公司可能破产;

公司开设账户的银行可能破产;

银行可能冻结资金;

公司可能卷款落跑;

重新中心化风险可能让整个系统瘫痪;

……

Basecoin 基础币;

Base Bonds 债券币;

Base Shares 股权币;

基础币:系统的核心代币,它的作用是1:1锚定美元,并通过本身流通量的伸缩来维持这种锚定;

Funds Directly Investing in Cryptocurrencies

Spanish Regulator Open to Approving Funds Investing Directly in CryptocurrenciesSpain’s National Securities Market Commission (CNMV – Comisión Nacional del Mercado de Valores) recently clarified its position on registered funds investing in cryptocurrencies directly. The CNMV is the Spanish government agency responsible for regulating the securities markets.

In a Questions and Answers document addressed to fintech companies on activities and services that can have a relationship with the Commission, one of the questions was “Can a fund registered by the CNMV directly invest in cryptocurrencies?” The Commission replied:

This type of funds would have a legal place in Law 22/2014, which regulates, in addition to venture capital entities, other collective investment entities of closed type and their management entities.
Law 22/2014 establishes, among others, closed-end collective investment entities (EICC), closed-end investment funds (FICC), and closed-end investment companies (SICC), Iclg describes.

EICC, FICC, or SICC

The CNMV explained that the investments could be made through EICC, FICC, or SICC.

Spanish Regulator Open to Approving Funds Investing Directly in Cryptocurrencies

For EICC, Article 2.1 of the above law mandates that “the divestment policy of its participants or partners” must meet two requirements. Firstly, the fund’s “disinvestments [must] occur simultaneously for all investors or participants,” the Commission detailed. Secondly, “what is received by each investor or participant is based on the rights that correspond to each one of them, according to the established terms in its bylaws or regulations for each class of shares or participations.”

Both FICC and SICC have their own “numerous requirements and conditions,” the CNMV noted. For example, an FICC registered with the Commission must be “managed by a management company of closed-end type collective investment entities (SGEIC) or by a collective investment institution management company (SGIIC) that is authorized to manage this type of funds.” The Commission also noted that “the FICC and the SICC are not subject to the supervision of the CNMV (except [for] self-managed SICC)” based on the provisions of article 85 of Law 22/2014.

While registered funds can theoretically invest in cryptocurrencies directly, the Commission emphasized that there are many factors to consider, reiterating:

The investment of FICC and SICC in cryptocurrencies raises a series of practical problems on how to comply with the regulations regarding the valuation of assets, the management of liquidity and the custody guarantee.
European Regulation

Europa Press reported earlier this month that the CNMV “will apply [its] securities regulations to cryptocurrencies until there is European regulation.” The news outlet quoted CNMV’s general director of Strategic Policy and International Affairs, Víctor Rodríguez, saying:

The approach adopted by the CNMV is to try to apply the existing securities regulations as long as we do not have an international or European reference standard.

https://static.norges-bank.no/co ... 8121950&ft=.pdf

On May 18, the Bank of England released a staff working paper, laying out various scenarios of possible risks and financial stability issues of central bank digital currencies (CBDCs).

The paper constructs three models of CBDC depending on the sectors that have access to CBDC, from a narrow CBDC where access is limited to banks and non-bank financial institutions (NBFIs), to direct and indirect access extended to households and non-financial firms.
The Financial Institutions Access model is limited to banks and NBFIs, where financial institutions can interact directly with the central bank to purchase and sell CBDC in exchange for eligible securities. Financial institutions are not supposed to provide an asset to households and firms, which are entirely backed by central bank money.
The Economy-wide Access model assumes that access to CBDCs is granted to banks and NBFIs, households and firms. In this way, a CBDC can serve as money for all agents in the economy. While only banks and NBFIs can interact directly with the central bank to buy and sell CBDCs, the report says that “households and firms must use a CBDC Exchange to buy and sell CBDC in exchange for deposits.”
Within the Financial Institutions Plus CBDC-Backed Narrow Bank Access model access is again limited to banks and NBFIs. There is at least one financial institution that acts as a ‘narrow bank,’ which provides financial assets to households and firms that are fully backed by a CBDC but that does not extend credit.
Notably, the report found that, after a first approximation, there is no reason to believe that introducing a CBDC would have an adverse effect on private credit or on total liquidity provision to the economy. Although the report does stipulate that further models and research are necessary to make a more concrete determination.
Central banks are progressively studying the introduction of CBDCs and their potential impact on the banking system. Last week, Norway’s central bank issued a working paper on CBDCs. The report, prepared by a Norges Bank, investigates aspects they believe should be considered when assessing the issuance of a CBDC.
The Federal Council of the Government of Switzerland requested a report on the risks and opportunities of introducing its own state-backed digital currency, or so called “e-franc.” The proposal also intends to examine and clarify legal, economic, and financial aspects of the e-franc.

Stealing Even From the Moon

Hebron Resident Accused of Laundering Millions From Stolen Credit Cards With Bitcoin

According to the indictment, the defendant established the forums in 2008 and managed them until his arrest at the beginning of the month. The entrance to the forums was free of charge, but users could purchase a VIP status to receive stolen details of “fresh” credit cards, which are more likely to be still working. Additionally he published manuals and guides that provided information and tools on how to commit various computer offenses, remotely hacking computers and taking over remote computers or servers.

Halmi also allegedly committed crimes of fraud against users of his own forums. The defendant would offer selling cell phones at discounted prices, but once a user transferred him money he would block the user from the site and take his money without providing compensation. He would then publish a message, supposedly in the name of the deceived user, in which he thanked the defendant for providing the cheap mobile phone.

Apparently trying to convince investigators his actions were not motivated by specific malice towards Israelis, many of which were his alleged victims, Halmi is quoted as saying: “We are thieves, from wherever we can take money, we will take it – it does not matter where, from Israel, the US or even the moon, we will reach it and use it.”

1,071 BTC Seized

Hebron Resident Accused of Laundering Millions From Stolen Credit Cards With BitcoinAccording to the indictment, the defendant demanded that all payments to him be made through Bitcoin, to make it more difficult to locate him. In addition, Halmi acted consistently to disguise his identity by technological means, made many money transfers between different Bitcoin wallets for the purpose of covering his tracks, used online masking services to distance himself from his various accounts, and recorded parts of his property in the name of his relatives.

The Israeli State Prosecutor’s Office attributes to the defendant money laundering of at least 1,071 BTC, estimated at NIS 31,000,000. During the interrogation, in a precedent-setting move, the defendant’s Bitcoin wallet was seized and the amount found in it was transferred to a police wallet. The State Prosecutor’s Office intends to confiscate all the contents of the defendant’s Bitcoin wallets, if and when he is convicted. The case was investigated by investigators of the Israeli national cyber unit at Lahav 433.

The offenses with which Halmi is charged are: credit card fraud under aggravated circumstances (multiple offenses), receiving a thing fraudulently under aggravated circumstances, providing means for committing a crime, violating the Computers Law and money laundering.

As a not-so-typical startup in the Valley, Coinbase is exploding with customer growth. The exchange now manages over 20 million customer accounts, which is nearly as many as Fidelity Investments and twice as many as Charles Schwab, according to a report by the Washington Post.

Also, in much the same manner that has spanned the history of traditional asset managers, Coinbase is spanning the entire vertical of investor types, from average retail customers to large hedge funds. As evidenced in a CCN report last week, Coinbase announced the launch of several software and custodial tools for institutional investors like hedge funds.

Principled Growth under Brian Armstrong
Much of Coinbase’s growth comes from steady leadership principles that CEO Brian Armstrong has put in place. He has been candid on his blog about the struggles he has faced running the company, with a recent post on hiring.

“Focusing on people is arguably the highest leverage activity to spend time on as CEO, since great people build great products, which leads to great profits (in that order),” he writes.

And since software is at the core of Coinbase’s business, Armstrong has principles for technology that are paying off. While other startups heed the principle of “ship fast, break things,” which has lately haunted Facebook, Coinbase believes in building software that performs key tasks with stability and scale.

The spike in cryptocurrency interest in late 2017, and thus the surging account registrations and transaction volume, put these principles to the test with strains on Coinbase’s infrastructure.

Armstrong highlighted the recent work of Tina Bhatnagar, VP of Operations and Technology, for taking action to support increased demand. A May 18 blog update outlines the work put in place over the past 90 days:

Increased our support team by over 150%
Decreased our average time to first response to < 10 hours for 95% of incoming volume today
Because of these measures, we are able to resolve issues faster and have decreased the backlog by 95%
To cement Armstrong’s efforts for hiring and retaining good employees, Coinbase made the list of the Bay Area’s top places to work.

Despite criticism for being slow to list new coins and tokens, difficulties keeping the platform online during periods of market volatility, and allegations of insider trading with the launch of bitcoin cash on the platform, Armstrong hasn’t shunned the responsibilities of correcting the course.

The company’s success also comes from tackling the complexity of US trading and banking regulations. As CCN reported last week, Coinbase is rumored to be in talks with regulators to apply for a banking license. The end result Coinbase may seek is a national banking charter, which would preempt state-level financial regulations.

The product of the company’s efforts is that Coinbase has firmed up the legitimacy of not just itself but also the blockchain industry as a whole.
