澳大利亚现金禁令利好比特币

据Daily Mail消息，澳大利亚预算现金禁令的实施可能会导致交易者更多地转向BTC等数字货币，进而提振BTC。据悉，澳大利亚自2019年7月1日起将禁止商业机构出售商品和服务时，接受超过1万美元的现金交易。



With effect from July 1, 2019, the government would start enforcing the ban of cash payments above $10,000 paid to businesses for the purchase of goods and services.

Commenting on the latest development, during his budget speech, Morrison said that “This will be bad news for criminal gangs, terrorists and those who are trying to cheat on their tax or get a discount for letting someone else cheat on their tax.”

“It’s not clever. It’s not OK. It’s a crime.”

Under this measure, people who need to pay above the stipulated amount would need to make use of alternative payment methods including electronic transfers and cheque. However, this new guideline does not apply to transactions between individuals or sending payments to financial institutions. Taskforce chair Michael Andrew also stated:

“There is a strong sense of community outrage at the inequality and unfair disadvantage created by the black economy. I hope that by creating an efficient, level playing field we can lower taxes, treat all businesses and workers fairly, increase community services or reduce debt if all Australians operate within the rules.”

西雅圖的聯邦檢察官11日宣布，加拿大溫哥華的37歲亞裔男子翁路易(Louis Ong)因為無照經營比特幣兌換現金業務，
被判20天監禁，並被處以100多萬美元罰款

翁路易明知他用比特幣換的現金是販毒資金，但仍與臥底探員交易，
去年7月在與臥底探員用比特幣換現金期間被捕。

翁路易多次告訴扮作販毒成員的臥底探員，說他不想知道現金的來源，以免錯失良機。
檢方指出，翁路易在進行了現金轉帳交易的登記後，仍不遵守發現可疑跡象立即報告的規定。

聯邦法官除判處翁路易20天監禁外，還判他在獲釋後還要繼續監視居住三年，今後可能無法從加拿大回到美國。

聯邦執法部門2016年12月注意到，翁路易在網上貼出買賣比特幣的廣告，為了用比特幣換現金，
他去年2月和3月到西雅圖地區。臥底探員與他接頭時多次警告說，他用比特幣換取的現金是販毒資金，
但翁路易表示他不在乎，不想讓交易泡湯。

一名臥底2017年5月看到翁路易在車裡用點鈔機數錢時，告訴他應到金融犯罪執法網路登記資金轉帳，
以免產生非法洗錢的嫌疑。翁路易登記並向國土安全部備案後，仍不遵守發現可疑交易必須報告的規定，
仍三次與臥底接頭換錢。

翁路易是在與執法部門的臥底進行第六次交易時被捕，作為認罪協議的一部分，
翁路易價值逾百萬元的現金和比特幣都被沒收。

翁路易去年8月16日被定罪，今年2月15日認罪，在聯邦拘留中心被關20天後保釋，現住在洛杉磯親友家。

针对日前韩国监管机构突击检查该国最大的数字货币交易所UpBit事件，Constellation Labs顾问Matthias Goldmann认为政府不会有进一步的制裁和取缔行为，因为该事件并非“非黑即白”。这只是监管机构意图最小化数字货币交易所欺诈行为而采取的措施，此后韩国整个数字货币市场会更加谨慎，生态系统会更加健康。故此并不认为此次调查行动是完全消极的。

GMO在其贷款计划中增加了BCH、ETH、LTC和XRP的选项



日本互联网巨头GMO旗下的数字货币交易子公司GMO Coin本周宣布已在其贷款计划中增加了四种数字货币，允许客户将其借给公司。该计划最初仅涉及BTC，现在已将BCH、ETH、LTC和XRP添加到该计划中。该服务允许客户将持有的数字货币出租给公司，以便收取相应租金。据悉，客户需要在5月9日至5月23日之间申请，借贷期为150天。

“Rental fee = (loan amount × loan period (day) × loan rate) / 365,” GMO clarified, and gave an example that customers lending 10 BTC for 90 days will receive “(10 BTC × 90 days × 5%) / 365 = 0.12328767 BTC.”

Customers can lend between 100 and 1,000 ETH; 50 and 500 BCH; 300 and 3,000 LTC; and 100,000 and 1,000,000 XRP.

The time to maturity is 150 days. Borrowed cryptocurrencies will be returned to customers in the same amounts and types at maturity.

The exchange will pay customers 2.04109589 ETH for each 100 ETH borrowed. For 50 BCH, the company will pay 1.02054794 BCH. For 300 LTC, customers will receive 6.12328767 LTC. Lastly, for 100,000 XRP, the fee payable to customers will be 2,041.0958 XRP. GMO explained that the fee “corresponds to 5% / year (tax included),”

高盛董事总经理：进军比特币业务的同时会高度注意风险防范



据iexpats消息，高盛近期进军比特币领域，大力推动数字货币业务发展进程。其董事总经理、比特币业务负责人之一Rana Yared称“不会把自己描述为一个认为比特币会接管全世界的信徒。每一个身在其中的人都会抱有一定的怀疑态度。”她还表示高盛非常明确比特币业务存在高风险：“对此风险我们并非一无所知，因此会高度注意”。

American financial giant Goldman Sachs is jumping on the cryptocurrency band wagon by trading Bitcoin futures.

The bank has said rather than trade in Bitcoin directly, the futures will be backed by the bank’s own cash.

The aim, says the bank, is to move into direct trading if regulatory approval is granted.

Executive Rana Yared is one of the team setting up Bitcoin trading for the bank.

She says: “I would not describe myself as a true believer who wakes up thinking Bitcoin will take over the world. For almost every person involved, there has been personal skepticism brought to the table.”



Yared also explained the bank is clear about the risks Bitcoin trading represents – not least market manipulation through unregulated exchanges.

Heightened risk

“It resonates with us when a client says, ‘I want to hold Bitcoin or Bitcoin futures because I think it is an alternate store of value,'” she said.

“It is not a new risk that we don’t understand. It is just a heightened risk that we need to be extra aware of here.”

Goldman Sachs will start their Bitcoin operation within a few weeks.

Not all banks hold such favourable views about cryptocurrency. Jamie Dimmon, CEO of Goldman Sachs competitor JP Morgan Chase has called Bitcoin a fraud.

“The blockchain is real but if you are stupid enough to buy Bitcoin, you’ll pay the price one day,” he said.

Bitcoin prices are more stable and rising after a volatile start to the year – the price has gone up $508 in the past three months but stands well below last December’s high of almost $20,000.

And Brian Forde, former head of MIT's Digital Currency Initiative, is making that his new title. The author of the White House memo on bitcoin during the Obama administration, Forde is looking to take his interest in cryptocurrency and blockchain technology to higher office - California's 45th District seat in the U.S. House of Representatives, to be exact.

Forde said during the Ethereal Summit in Queens, NY, on May 12 that he is running for office on a platform of bridging the gap between Congress and the crypto community. He first announced his campaign last July and is seeking to unseat incumbent Rep. Mimi Walters.

First and foremost, Forde's campaign accepts cryptocurrency donations - a rare move among candidates for national office but nothing new.

But what's particularly notable about Forde's mission is how he plans to use the technology - if elected - to help his constituents get their voices heard by recording their policy preferences on a blockchain.

Speaking to CoinDesk in a separate interview, Forde explained the rationale behind this plan.

"If you're upset at your member of Congress, you call them, you fax them, you text them, you email them, and in theory, there's someone in the background, some intern - kind of chicken scratches on the wall - counting how people feel. Is that publicly auditable? No," he told CoinDesk, adding:

"I'd be the first member of Congress to adopt blockchain voting to hear from my constituents about how they feel on the policies I'm about to vote on."

Forde wouldn't necessarily hold himself to his constituents' decisions. But he said Saturday that "what I want to do is create transparency for the voice of the citizen, so that if I do make a decision that's not consistent with what all the votes said, then I've got to explain myself."

A 'helpful ambassador'

But what's perhaps more beneficial - especially to the tech-savvy blockchain community - is that Forde would be a knowledgeable representative that could communicate the industry's mission to sitting members of Congress.

Few people in Congress are technologically adept, Forde contended, a fact that was "clearly on display" during Facebook CEO Mark Zuckerberg's testimony after the social media giant's recent scandal whereby third-party companies were collecting user's private data.

This lack of understanding threatens to stifle innovation, Forde said - or push it out of the country entirely.

At a recent meeting with blockchain and cryptocurrency entrepreneurs in his district, he learned "their biggest fear is that they're not going to be able to start or run their companies here in the United States because the regulatory structure is very uncertain today."

Not that the politicians deserve all the blame. When he worked at the White House, he said, "you had policymakers who didn't understand technology and you had technologists who didn't understand policy."

His role, Forde said, was to be a "helpful ambassador."

A few years on, he sees similar communication breakdowns everywhere he looks. The Securities and Exchange Commission (SEC) and Commodity Futures Trading Commission (CFTC) have divergent approaches, he said. Meanwhile, states are passing their own laws, not all of them helpful - New York's Bitlicense, he pointed out, caused businesses to leave the state.

"People in the various areas" - business, technology, government - "aren't speaking the same language, and so they're talking past each other," he said. He offered this example:

"When people say 'blockchain not bitcoin,' I head for the hills, man."

近一半南非人计划投资数字货币







据CNN报道，今年4月完成的MyBroadband 2018数字货币调查显示，南非公民对数字货币投资和交易的想法日益升温，更多从未持有数字货币的南非人正计划投资数字货币，近一半的受访者表示他们计划在2018年投资数字货币。此前有报道称，南非一些餐馆和企业已经开始接受数字货币的支付。

South Africa has the most sophisticated economy and financial sector on the continent, and its citizens are increasingly warming up to the idea of investing and trading in cryptocurrencies — despite regulatory concerns over such decentralised digital financial assets across the world.

The MyBroadband 2018 Cryptocurrency Survey — completed in April — shows that more South Africans who have never previously held cryptocurrencies are planning to invest in cryptocurrencies either by purchasing them directly or by gaining exposure to the industry through investments in related enterprises such as cryptocurrency mining.

“Of the survey respondents who do not own or who have never owned cryptocurrency, almost 50% said they plan to invest in an aspect of cryptocurrency or crypto mining in 2018,” reported the MyBroadband tech news and research site on Friday.

Several other tech savvy South Africans who responded to the survey said they were still planning to buy tokens despite never having been invested in the area.

Global prices for bitcoin and etherium skyrocketed in 2017 before bottoming out early 2018 while prices have been volatile in the past few weeks. Prices of cryptocurrencies are susceptible to developments and regulatory issues around the digital assets across the world.

About 25% of respondents to the MyBroadband survey they “will invest in cryptocurrency” while around “15% will invest in cryptocurrency and crypto mining.” A further 7% said they would invest in crypto mining

Cliffe Dekker Hofmeyer  says the recent decision taken by the South African Revenue Authority (SARS) to tax cryptocurrencies was “anticipated” owing to the “growing popularity of cryptocurrencies in South Africa and following the absence of legislation relating to the taxation and regulation” of virtual currencies.

Reports say cryptocurrency trading is on the surge in South Africa, with some restaurants and businesses already accepting virtual currencies for payments. Other African countries such as Zimbabwe have shied away from acknowledging trade in bitcoin despite virtual currencies increasingly helping plug liquidity and foreign currency shortages for international transactions.

Tokyo-based organized crime gangs have laundered at least USD 275 million worth of fraud and drug money through cryptocurrency exchanges in the past two years, reports Japanese newspaper Mainichi Shimbum.

The news outlet claims a Chinese man says he brokered a number of deals for major crime rings operating in the Japanese capital, buying Bitcoin and Ethereum on Japanese exchanges. The broker then used these funds to buy Z Cash, Dash and Monero holdings at “five or six” different international exchanges, including HitBTC and Russia-based Yobit.

Mainichi claims the gangs made “dozens” of transfers abroad in hard-to-trace cryptocurrencies before transferring the money back to Japanese exchanges – and eventually withdrawing the money in yen.

Japanese regulators have pressured the country’s licensed cryptocurrency exchanges to adopt stringent anti-money laundering policies. However, authorities say they are powerless to act, as overseas exchanges are often subject to looser regulations.

Newspim quotes a Financial Services Agency official as saying, “Strengthening regulation and supervising domestic transactions alone is not enough to fight money laundering. Other countries need to play a part, too. We need to ask them to take similar measures at G20 meetings."

Earlier this year, media outlet Asagei reported that reputable financial brokers were willingly playing an intermediary role for the Yakuza’s extensive money laundering efforts.

Commonwealth Bank chief financial officer Rob Jesudason has resigned after less than a year to become chief operating officer of the firm behind the world's fifth biggest cryptocurrency.
Mr Jesudason is returning to Hong Kong, where he was previously CBA's international financial services group executive, to become chief operating officer and group president of Block.one.
Block.one is the developer of the EOS token, which has a market capitalisation of about $US12.8 billion and is the fifth most valuable cryptoasset.
Bitcoin, the most valuable, is currently worth almost $US150 billion.
Mr Jesudason, who worked for JPMorgan and others before joining CBA in December 2011, has been replaced with immediate effect by Alan Docherty on an interim basis.
Mr Docherty was chief financial officer of CBA's Institutional Banking and Markets business.
"I am very pleased to have someone of Alan's calibre and experience step in to act as our chief financial officer while we complete an internal and external search for the role," CBA chief executive Matt Comyn said on Monday.
"We are making good progress with the renewal of the bank's executive team and I expect to provide an update on appointments to my leadership team in the coming weeks."
Mr Comyn is already looking for replacements for chief information officer David Whiteing, institutional banking and markets group executive Kelly Bayer Rosmarin, and human resources group executive Melanie Laing.

Mr Jesudason, who replaced the long-serving David Craig in June 2017, is understood to have told CBA of his decision on Friday.
Block.one chief executive Brendan Blumer said Mr Jesudason's skills were ideal for the tech-related role.

杨东：Token机制的背后还是众筹，与数字经济的发展密不可分的

中国人民大学金融科技与互联网安全研究中心主任杨东在接受人民创投·区块链专访时表示，Token机制的背后还是众筹。通过众筹模式，实现一种点对点的链接，把消费者和生产者以及其他利益相关者融为一体。Token的主体更加多元，在法律定性上，它实际代表了一种组织方式的升级或者叠加，是与数字经济的发展密不可分的。随着区块链技术的发展，会产生更多无组织的组织，进行点对点的链接，会替代现在的公司式的组织形态。
