Hi there
As a parent of a student who sit for the OC exam on the 28th of July this year, I would like to raise my concerns about the Equity Placement Model for OC and SHS, and I believe my concerns are shared by most if not all parents ( even the students themselves) of the students who have sit the exam this year and will sit the exam in the future.
First, I do agree that we need to support disadvantaged communities and students, however, I strongly disagree it’s fair to cut off 20% of the places from other students and pass it to those who otherwise will not be selected based on their exam marks. Instead, the government should increase the places available for OC and SHS so that more students can access them. This is not much different when we talk about the unemployment rate. The government should create more jobs to lower the unemployment rate instead of having two or more people share one job so that the unemployment rate looks better.
Second, it’s too rushed to apply this new model without consulting the communities, especially those who sit the exam this year, who otherwise could take a different approach if the new model were announced before their application, this includes those from the four categories (low socio-educational advantage backgrounds, Aboriginal, rural and remote locations and disability).
Third, Review of Selective Education Access identified an action plan to deliver a modern, world-class selection system, which is designed to focus on ability not background, however, the Equity Placement Model is completely against this action plan by reserving 20% of the places for those who otherwise have no chance to be selected.
Last not least, without knowing their performance (score and reserve list position) , how could the students know how they did in the exam? How could the parents/students make their choice of whether to wait for the reserve list or go elsewhere (accepting the offer or choosing a private school). As we all know, every year there are students who have got incorrect scores and they successfully got their scores corrected and managed to receive an offer in the end. Without knowing their test scores, how could those students tell whether they should request a results inquiry? Without the test scores but just reserve bands, how can it be transparent that the one at a higher position gets selected before the one at a lower position?
Again, as mentioned earlier, the education system is very critical to a county that wants to stay ahead, we need to have a modern, world-class selection system that can select the most talented students based on their ability but not their background. Those kids who are not able to get into OC or SHS can still make a great contribution to society and the country in a different way. This is no different from the election system for state government or even local council, whoever has the right ability to serve the community better gets elected. Simple as that.
