你的理解应该有问题，全澳的 Council 选举都不是以 Citizen为前提的，所有利益相关人，包括住在那里的非公民，或不住在那里的业主，都有权投票，但被选举人需要是公民。

Council voters roll

You may be eligible to be on the council voters roll if you are one of the following:

a resident or a non-Australian citizen who has lived at your residential address for one month or more, or

an owner of an organisation or business, or

an owner of a holiday home, or

a sole owner, or group of owners, of a rateable property, or

a sole occupier, or group of occupiers, of a rateable property, or

a landlord of rateable property.

All landlords, organisations, business owners or occupiers, and resident non-Australian citizens, must re-enrol from January 1 of every election year to be able to vote, with the exception of the City of Adelaide.

Each local council must decide whether to engage the NSW Electoral Commissioner or a private election services provider to conduct their elections.
A local government area can be either:

我都不推而广之，因为显然各州乃至各区的当地政府选举明显有区别，例如新州和维州对于Council选举投票强制性就不同。更别提各“市”有着分区块和全区域两类投票选举市政委员。但仅以NSW来看，NSW Election给出指导关于市政选举投票人的要求很明确。

如果那样的话，NSW 有公民要求，SA 肯定不要，TAS 等应该也不要（以前有过中领馆介入地方选举的新闻），上面我给的是SA　官方链接，侯的　ｃａｓｅ　留学生肯定有权投，也有人爆他当年给留学生拉票的微信截图。

还真不知道不是公民也可以投票，多谢科普。看来大家以前都以偏概全，自以为是了

看了一下请愿书的链接，四天前开始的，现在还不到200人支持。
不知道是不是楼主发起的。发起人说是“serious guy".  看上去太不serious了，好像一般发起人都是用真名实姓的

你先最好查一下你所在州Election网站怎么指导的。他本以为是全澳都是留学生等无国籍人士可以参与投票选出市政委员。

正常人不用鸡血，就事论事就行了，一天到晚扯种族的人，自己就最种族。就是因为有这种想法，这些人才这样肆意妄为，所谓家丑不外扬，他们做坏事的时候，有想过这些是同胞，同族人吗？

没错，对楼主提出的问题，可以从程序上是否可行，或者有没有法理依据方面来讨论；现在却是非要往内斗，种族上扯。
