That could be the aggressive soil. Remove the rust, clean it, put bonding agent on to the places requiring repairs.

Repair the part with mixed patching cement and water (or any other product)

Just a guidence, hope this is helpful.

Normally builder should get it inspected. As a homeowner, you can engage a structural engineer to inspect independently. But without structural plan, it is pointless to do this. I donot want you to waste your money.

structural plan 是不是在building permit里的一些有具体施工细节的图纸？
如果我找structural engineer来检查  builder是不是有义务提供这些structural plan呢？

I do not think it is builder's commitment to give you the structural plan, but you may ask.

lz好人啊，有问题想请教下。

我们家2层的地板有点不平，能看出来下面有梁的地方就高一点，其他地方低一点。。另外整个2层都是向一侧leaning的(不是很明显，但是如果放一个球会滚动那种)，有人说这个在几十年的房子属于正常，我想问下这些有没有什么safety concern啊？

I had a look at the plans. If you remove load bearing walls, be prepared to have cloumns to strengthen external wall. It is very hard to advise with the info available now.

If it is a big value you can add on, it may still be worth of doing it. It really depends.

Where is the higheat point? in the middle?

Is it timer floor?

下面的beam是brick，上面应该是用木板架构的2层，之上铺的是tile.

整个房子2层的leanning倾向是左侧高，右侧低。 然后在中间有beam的地方就稍为高一点，beam周围就低一点那种，但不太明显。

If your ground floor leans too, that is the settlement.

The "beam" is higher. That could be the deformation of the floor with the time going. If it is not significant, there would not be a problem.

ground floor没有看过，因为是dule level, ground floor两边不在一层所以也看不太出来。

如果是settlement的话会有什么concern呢？另外如果不是settlement问题的话，属于正常倾斜不需要额外关注的吗？

builder 现在给我提供了structural plan，那么在frame阶段找人来检查还有意义么？

或者说 你认为哪个阶段有必要找人来检查？

ps：贷款的银行会在frame结束的时候找人来检查 但是不会给我提供任何结果。

The frame is the most important part in the structure. You may get someone to check the member size and connections. The bank does not know structure.

But again, make sure you have the structural drawings. Builders should have got it checked by someone else (PCA). This is just a plus. Cos sometimes, some builders are ... you know.

Could you leave us some brief advices on how to inspect the house ourselves in the opening, basically if XXX is found, it will be a major issue.

What should be serious problems and what is minor.

I know full inspection is a necessary but it is too hard to apply on every houses.

I can only answer your question from structural point of view.

For a house, cracks on walls are common problems. they can be found easily.

Cracks less than 1mm is not a problem. 1mm-5mm needs careful observation. Especially for new buildings.

Other problems can be floor leaning, door or window jam, roof leaking......

Pay some extra attention to bathroom floor.

I am sure there are many other things to check.

Obviouse deflection caused ceiling damage.

Is there upper floor?

Does deflect only at the edge? or the same in the middle?

It's a single level house. The defect only occurs in the middle as you may see from the first picture. Now it looks like the both edge are still at the right level (if you compare with the brick underneath), however the middle part is falling apart and a bit down compare to both edges. By the way, all others are fine, only this one has the problem.

What should I do?  Cheers.
