The hydraulics engineer has confirmed that a stormwater easement is required due to the soil conditions of your site, as confirmed by council's development engineer. This is because the lay of your site and that the soil in your area is not suitable for stormwater infiltration/absorption.
This is outside the scope of works. Council confirms the most convenient path is through.... This is a requirement by your council before they will consider alternative options. You will need to liaison directly with your council.
The certifier cannot release the CDC until this is completed. As every site is different, these issues are site specific, hence we cannot know what site issues will present beforehand.
Once you have been able to obtain permission from your downstream neighbours and received council approval please advise us as the hydraulics consultant will need to know where the easement will be running so the information can be added to the survey to finalise your hydraulics plans.
