谈了半天，澳洲医生的高收入，除了入门门槛高，训练时间长，工作辛苦，责任大，其实还有一个重要的因素：Medicare ，BulkBilling。很多Consultations都不是很必要的，免费产生滥用。有的GP Clinic有免费咖啡。。。
日本，法国的医生收入就没有高得这么悬殊，因为不同的医疗制度。
澳洲的医疗制度会不会改呢？作为Lucky Country 重要部分的MedicareBulkBilling会不会改呢？新西兰，英国，美国跟我们都不同，其实没有一个国家跟我们一样。

Scrap bulk-billing, restart co-payments: report
Bulk-billing should be scrapped and patients should be means-tested before accessing Medicare services, according to a radical proposal by a right-wing think tank.
The Centre for Independent Studies (CIS) is calling for a complete overhaul of Medicare because it says an ageing population and the rising cost of medical technology is making it unsustainable.
The changes would see the reintroduction of compulsory co-payments for MBS services to curb overuse, scrapping of GP management plan rebates to prevent misuse and rorting, and imposing a means test on Medicare entitlements consistent with the private health insurance rebate.
Report author Dr Jeremy Sammut said co-payments had been introduced in 1991 but were scrapped with a change of government a year later.They had been set at $2.50, which would be $4.26 in today’s money after adjustment for inflation.
“There is obvious scope for increasing the out-of-pocket cost for accessing GP services, given the fact that the value of the updated co-payment is less than the cost of a Big Mac.” The changes would “drastically improve” the quality of general
practice in Australia, where bulkbilling had increased demand to the point where doctors were encouraged to “churn patients and practice 'five-minute’ medicine to keep their surgeries financially viable,” he argued.The changes form part of a radical proposal to scrap Medicare all together in favour of a superannuation-styled savings account to pay for minor health problems, beginning with generations X and Y.
