hey i have a question, if you have a principle residence and a investment property, in the furture, can you use your investment address as your main address ? (for study, public hospital purpose)

eg, you self living in a poor area, no good public hospital and no good school. but you have a investment house in good area, when your child go to school or you need to have birth in public hospital, can you tell them actually you own a house in close area ?
