申请政府工作，reference 联系方式一定要直接列在简历上吗？

我看了一下申请的说明是这样写的：
Prepare a résumé (that is, curriculum vitae or CV) which is clear, concise, up to date and includes:
Contact details for two referees, including complete phone and fax numbers and whether an interpreter is needed.
那就是说必须列上？ 上两周被check了一个reference（花了我两前老板两小时时间）以后没有下文，有点想能不到最后才给就不到最后才给联系方式。但是这里又写明了要列上，怕失去机会。
有筒子有经验的吗？
