在oakleigh收到了停车罚单，想跟council联系解释一下(email or letter)。

请问应该联系council的哪个部门？是General Enquiries 就行，还是专门的部门？

另外，是不是要附上Infringment Number?

There should be a contact number/address on the infringement notice.
however it is difficult to argue with them. They want money and they need those money to balance there sheets.
