关于出租房的normal wear and tear, 到哪里找权威的解释？

租出去时墙上是干净的，租客搬走时墙上一长条深蓝色污渍，从墙的一端到另一端。巴掌那么粗，两三米长，中介说因为我们的房子八年了，所以这属于正常磨损，租客不用负责。

我咋觉得不对呢？有人知道哪里能咨询到权威的回复吗？

Faded curtains or frayed cords

Faded, chipped or cracked paint

Cracks in the walls from movement
Water stains on carpet resulting from leaky roof or bad plumbing

Damage

Curtains that are missing or torn by the tenant’s cat
