请问，关于退税中看护者的 问题

税务局说明里有一条，说看护者必须看护16岁以上。
开始我以为我看错了，结果确实如此。
请问 为什么要16岁以上呢？

有什么理由么？
“Who does the ATO consider a dependent invalid or dependent carer?
A dependent invalid can be any of the dependent relations listed above, who are receiving

a disability support pension
a special needs disability support pension under the Social Security Act 1991, or
an invalidity service pension under the Veterans’ Entitlement Act 1986.
A dependent carer, on the other hand, can be your spouse, parent, or parent-in-law who is caring for your or your spouse’s child, brother, or sister who is 16 years old or older.”

我认为Ato这么做是为了和centre link政策一致。

因为那些disability support pension都是给16岁以上的残障人士的。所以dependent carer照顾的人都是拿disability support pension的16岁以上人。
