The IELTS and your travel expense is a part of your self-education expenses, the question is whether the certificate you are getting is relevant to your current income earning activities.
ATO TR 98/9 states that self-education expenses are deductible under section 8-1 of the ITAA 1997 where they have a relevant connection to the taxpayer's current income-earning activities. If these is a connection, then you shall be able to claim.
