soft touch: someone that is 委婉. she will be straight to the point and be harsh with questions and wont ask soft questions.

front foot: 积极 mean she's ready to pounce, ready for action. 脚已经在前面了。步子迈开了。

shilly shally... guo guo is a little correct here. But what it really means here is she is going to do something about this situation. she is not going to procrastinate (拖延，耽搁)
