退税新规则里关于baby bonus的部分要请教-求助

在网上看新闻的时候看到一篇关于今年退税的事情，里面对baby bonus只有很少很少的一小段。我也不明白是怎么回事，请懂行的筒子们给点解释吧。

New tax rules

Mr D'Ascenzo says there have been several changes to the tax rules since last year. This may mean you no longer qualify for some deductions or, in some cases, you may get a bigger return.

Baby bonus

This year is the first time since 2002 that you can no longer claim the baby bonus. If you were eligible you can still include back claims for previous years. However, no new claims will be accepted.
