143類付費移民最好別拿津貼（包括聯邦老人卡），否者要推遲5年拿退休金

根據Social Services Legislation Amendment (Payment Integrity) Bill 2019下面有這麽一段話，我的理解是如果拿了津貼的話，就要多等5年才能拿退休金，而聯邦老人卡是在health care card裏面，所以也最好別拿。（我不是律師，理解有錯的話請指正）

amending the residency requirements for Age Pension and Disability Support Pension (DSP) so that, in order to qualify for these payments, a new claimant must have:

1. ten years continuous residency in Australia including at least five years during the person’s working life (age 16 to age pension age) or

2. ten years continuous residency in Australia and the person must not have been in receipt of an allowance or student income support payment for a period or combined periods exceeding five years when they were aged at least sixteen years (whether or not these periods in receipt of income support occur during the ten year qualifying residency period) or

3. 15 years continuous residency in Australia

这个AU$750是政府主动支付给你的，又不是你申请要来的，要在保证金里扣除或影响拿养老金在逻辑上说不通。

領取750刀的，對於143類還沒到10年的老人來説，就要領取聯邦老人卡（commonwealth senior card），而這個是需要財產test的，相當於allowance了，問題是根據Social Services Legislation Amendment (Payment Integrity) Bill 2019

如果拿了 allowance 第二條就不符合條件，只能用第三條，住滿15年了。

Social Services Legislation Amendment (Payment Integrity) Bill 2019 已經second read passed了，就怕third read passed。

你需要先identify什么是allowance。另外现在的政策还是10年

我的意思是怕Social Services Legislation Amendment (Payment Integrity) Bill 2019通過了，到時候領了commonwealth senior health card就只能用第三條，在澳洲住滿15年才可以領取age pension。 commonwealth senior health card算不算是一種allowance。 我查英文網站時有人說算的。但是具體是不是我不清楚。

就算以后通过了，那也是通过以后的人不能申请。现在还是可以申请的。

這個我覺得是對還沒有拿到age pension的人有影響，就怕這條，我父母還有2年左右

怕这个 bill通过，拿过福利的就要15年等待期，现在还没有联邦老年卡的要考虑是否申请。
像我前几年已经拿的，就是把这个750$退回去也没有用，只要领了这张卡都一样。

第二个条件是住满10年，且没有领任何allowance或学生补助达5年以上，难道我理解不对？

别说这种一次性的补助，就算另外那些长期allowance，只要没领够5年都满足条件

其實我覺得补助达5年這個説得不是很清楚，長達5年這裏是特指學生補助期間？還是用來修飾拿福利和學生補助的期間？如果前者，則不能拿任何要財產測試的福利，如果後者，這是不能拿超過5年的福利。雖然我是偏向後者，但是我心裏也沒底
