hotels.com这个网站有best price gurantee, 如果发现其他网站有比它更低的价格可以比价。现在cheaptickets这个网站搞促销，需要输入优惠码，有18%off，我想用这个价格去hotels.com比价。
hotels.com拒绝比价，说我使用了优惠码，不具备比价资格。而我的理解是，如果此优惠码是那种发到email里的定向优惠码，秘密的那种，不具备比价资格，如果此优惠码是公开的，是可以比价的，因为这说明了现在世界上任何人订房，别的网站比你的便宜，你根本不是最优价格。

请大家帮忙看看，下文里面的not offered to the general public的定语，是定other promotion的还是by using coupon 和other promotion都同时限定的。谢谢。
