I think copper means policeman here, just not 100% sure. It makes sense though, as it's not uncommon for some classes of the society to refer cops as "pigs". No offense to any real police man/woman, it's just a slang, and I never use it myself.

布老虎之记不记得 copper指警察是不是英国的一种习惯用法，就像我们说条子来了？我记得是指警察的衣服上的铜扣子。。

i know, just never been to UK and not sure how popular this word is over there. AFAIK, in oz policeman has the following CNAME(s), in order of popularity:

cop
blue heeler
trooper
pig
