Yes. They control the rules.

You may not see the rules in written. But the strata can ask your tenants to leave if they broken certain rules.

In WA, there are a few issues regarding someone rent the unit/apartment to the airnbn. They were told by the strata they could not do so due to a few complains. As people complained they felt unsafe or lose the privacy to see people move in and out within days, they feels unsafe. Thus the strata eventually told the person to stop airnbn service.

太过分的council可能插手的
大部分的council对于short term rental都有自己的规定，一般都是和residential不同的zoning
虽然现在这样做的不少，但不是没问题的

一栋大楼如果短期流动人员过多, 自住的和长期租客也会反感，而且也有安全隐患问题

悉尼council去年曾把city一栋楼告上法庭，最后判决是council赢了

council 一般不支持分租，私人整租是ok的。

最重要的是邻居不投诉。

strata和council绝对没有权利干涉房主是否出租和如何出租
