入籍，overseas 期间无刑证明的问题求助

准备入籍文档。其中关于good character，有这么一条：

You will need to provide original penal clearance certificates from overseas countries if, since the grant of your permanent Australian visa:
you lived or travelled overseas since the age of 18 years or over
the total time spent overseas added up to 12 months or more
the time spent in any one country was more than 90 days
you are requested to do so by the department.


本人PR后在中国和另外一个国家都住过3个月以上，请问这个是必须的吗？ 最后一个条件是“you are requested to do so by the department.” 是否可以认为，如果department没有要求是否可以不用去申请penal clearance certificates from overseas countries 。也就是理解为，提交入籍申请时可以不用提交海外的无刑证明。

我也是这样认为的。不是要在一个国家呆满12个月才需要无犯罪吗？
我看我有一个朋友申请入籍，人家都没要无犯罪，她也没有做。

你先网上提申请，看要不要，有时候很松的，我自己的出生证明就没有查。
