Your question contains great ambiguities. Let's clarify it with more questions :)
1) is your question from employer's perspective or employees's?
2) is it relating to income tax or fringe benefit tax (FBT)?
For FBT calculation, you can find guide lines from ATO website for operating cost method or other methods.
You mIght want to consider otherwise-deductible rule as well.
For individual income tax, I don't think it is relevant. It really depends on how each employee is negotiating his remuneration package. And he or she can't claim his work related car expense if the work is paying it.
